Umut Shayakhmetova: "We should not limit entrepreneurs in financing"

According to her, the difficulties are associated with the limitation of funding of entrepreneurs from the middle of the last year.

"When banks stopped financing business in the third quarter of last year, many entrepreneurs found themselves in a very difficult situation. Not only because there was a devaluation of the tenge, dollarization of the assets in the banking sector took place and deposits in tenge were turned in deposits in dollars. As a result, banks were forced to stop lending, rates have risen, and entrepreneurs fall into the "scissors" - the fall of economic growth, the solvency of the population, sales, and most importantly, they have limited funding ", - explained Umut Shayakhmetova.

The head of Halyk Bank pointed out that the proposal to use the funds of SAPF were voiced at the beginning of the year, and it was very important point to take a timely decision and to execute it. "Decision on SAPF was made at the level of the Government in January, in February, the President announced that the money should arrive to support SMEs, but the execution was long enough. And when they came into the system, they lost the relevance. They were irrelevant for the banks, because the stakes were high enough, and for entrepreneurs, since it took a long time to get an approval", - said U. Shayakhmetova.

Entrepreneurs have many questions to the program "Damu". Unfortunately, there are many cases when there are fines from the" Damu ". And prior to this "Damu” approved these projects, they came with audits, approved the reports, and today they review loan conditions retrospectively and impose sufficiently large fines. We, the banks are forced to exhibit these fines on clients-borrowers and to withdraw cheap money, to make it expensive, and thus artificially drives our borrowers into a problematic situation", - said Umut Shayakhmetova about the essence of the problem.

The Chairwoman of the Board of "Halyk Savings Bank of Kazakhstan" touched the theme of tax audits, pseudo-entrepreneurship, noting that a large number of bankers get claims from the tax authorities. "And, indeed, activities get hampered, accounts are arrested, it takes quite a long time, we understand, there is no reason, as a result the time has passed, has the sales period is over. In addition, interest on loans, so that enterprises have a big problem", - said Umut Shayakhmetova.

In her view, through reduction of the number of audits, you can reduce the pressure on business. "We, the bankers, are greatly worried about our borrowers, we are interested in ensuring that our customers have the possibility of financing on market terms, and were working and solvent, as it reflects on the quality of our assets", - said the head of Halyk Bank.
