State bodies delay the development of professional standards

The National Chamber of Entrepreneurs of RK "Atameken" with participation of line ministries discussed issues of sectoral qualifications frameworks.

According to the Deputy Chairman of the Board of NCE RK Nurzhan Altaev, the Chamber conducted an analysis of the received drafts of the professional standards for its approval from branch ministries in the amount of 208 out of the existing 266 standards. According to him, there are several factors, due to which the adoption of standards is delayed. Firstly, he said, there are no updated sectoral qualifications frameworks (SQF), individual projects of professional standards do not comply with the method of development and design of professional standards, approved by order of the Minister of Labour and Social Welfare, as well as the needs and requirements of industry associations, packages of applications are incomplete, projects in the Kazakh language are missing. In addition, there are no guidelines for the development and use SQF in the development of professional standards. Practical use, instrumentality of sectoral qualifications frameworks is hampered by the lack of the visual map of jobs. However, there is no systematic information about professional standards, developed from 2012-2015.

"We offer fully to organize all this information and information about the old professional standards that have been developed previously, because now it is very difficult to understand. For practical use of SQF, it is necessary to include in the guidelines for the development of SQF the map of professional qualifications (map of key industry occupations). To appoint the state body to analyze the use and update of the content NRK Kazakhstan for IAC of MES or on employment after IAC of MHSD of RK", - said the representative of the Chamber.

In addition, according to Altaev, it is necessary to secure the function of analysis of the use and update of SQF after information and analytical centers of line ministries, to identify those responsible for each of the directions under the relevant Ministry for approved professional standards and terms of development and approval of SQF, as well as the planned deadlines for adoption of professional standards.

"Thus, it won’t look as now: some strange professional standards were submitted for our approval. We will not approve them. First of all, there should be sectoral qualifications frameworks, therefore, the Ministry will have to work very seriously. Second of all, we will approve professional standards, together with industry associations. When industry associations give their comments and suggestions, we come across the blank wall. No charge, all blamed on each other ", - he said.

Vice-Minister of Health and Social Development of RK Birzhan Nurymbetov, in turn, focused on organizational aspects. "Prior to this, the professional standards were developed by state agencies. To do this, money was allocated for all of you. During this time, 449 standards were developed, of which we managed to register 183 in the Ministry of Justice. Then came the question how to decide the fate of these professional standards. According to the new Labour Code, we asked NCE to approve them. Therefore, at the meeting with Deputy Prime Minister Dariga Nazarbayeva we agreed that we take two more months for approval, and state agencies will work again with the employers' associations. But, unfortunately, we also did not do this work", - he said.

Nurymbetov noted that on 16th of March in accordance with the Labor Code was approved the National Qualifications Framework. "Of course, there should be sectoral qualifications frameworks, it is your task. You need to work on it with employers' associations, and bring to the tripartite sectoral commission. So far, none of the public authority did it. So, due to organizational issues we delay the process of development of the state standards", - said the official.

"We have allocated considerable amounts of money. Tomorrow Accounts Committee will audit you. Therefore, if you are not interested in the fate of professional standards, think at least about the fate of your state body. You must be interested to finish the job", - he said.
