TIMUR KULIBAYEV: IMPORT PHASE-OUT IS A SPECIAL ACCENT IN WORK OF “ATAMEKEN”

The head of "Atameken" discussed issues of import substitution, tax administration and training of specialists in demand with businessmen of Kostanay region.

At the meeting of the Regional Council of Entrepreneurs, Timur Kulibayev focused on the ongoing work to improve tax legislation. Together with the Ministry of Finance, the issue of VAT refunds is being discussed. The transition to a stimulating tax policy is being discussed with the Ministry of National Economy, such as reducing the number of taxes, transferring additional taxes to local budgets, reducing the burden on the labour compensation fund, and the possibility of introducing a single tax for agricultural producers, which will considerably simplify business in the agricultural sphere.

The head of the National Chamber pointed out that the special emphasis in Atameken's work is import substitution, which must be ensured through localization, modernization of production facilities and participation in public procurement. We have now studied the possibilities of 1500 manufacturing enterprises in terms of the production potential, which are already included in the Register of Domestic Commodity Producers.

"We will provide a real opportunity for support through a "Single-window" service for enterprises that localize their production, if necessary, upgraded to supply high-quality products through government purchases, as well as purchases of the quasi-public sector. The register continues to replenish from all regions. Now we need to identify which companies in the Kostanay region can implement localization, taking into account the geographical location, export potential and climatic conditions," - Timur Kulibayev said.​​​​​​​

However, in addition to long-term contracts, access to financing for entrepreneurs remains a key issue.

"The availability of finance for SMEs is the main aim. "Atameken" and banks of the second level develop a common position in order to determine the optimal conditions for financing business together with the National Bank. The government has done a lot to improve the financial sector. Both money and liquidity are available, but it is necessary to provide the income of these funds to the economy and the main consumer of these loans should be small and medium-sized businesses," - Timur Kulibayev noted.​​​​​​​
