How to bring the trade out of the shadow

The development of systemic measures to improve the effectiveness of SMEs were presented at the meeting of the SME Development Committee of the Presidium of the NCE "Atameken"

According to the expert of "CSI" LLP Aidana Djakanova, the current system of interaction and support of the SME segment does not meet the goals set by the state. Shops, beauty salons and canteens at the house became the objects of the field study. The presented inventions will help to maximally legalize small and medium business. The trade sector accounts for 16% of the country's GDP, but over the past three years, the growth rate of productivity in the industry has declined.

To date, based on the results of field research in Kazakhstan, there is no single SME database and flexible analytical data, and the number of small business entities does not correspond to the types of activity. In turn, the industry gives the highest rate of employment - 1.3 million people. According to the data of the State Revenue Committee, the share of the shadow economy reaches 54%. The results of the field study of the "Forum of Entrepreneurs of Kazakhstan" Associacion" ALE and NCE RK "Atameken" demonstrate another picture.

The expert group identified 4 main problems of SMEs in retail trade:

- a high proportion of the shadow economy in SME;

- high level of informal employment in SMEs;

- high rate of illegal turnover of alcohol and imported goods

- low level of availability of POS / ERP / KKM equipment

However, experts note that an integrated approach will help to increase the volume of tax revenues by SMEs by 3 times. Automation can effect the coming out of an enterprise from the shadow economy and the formalization of employment.

"In a month of automation, we will be able to increase the turnover and gross margin. It will also reduce the costs of SMEs by 70%. The rapid development of digitalization of small businesses is limited by fears of entrepreneurs. Tax preferences can stimulate an entrepreneur to digitization"- Aidana Djakanova noted

For example, in the presence of POS-terminal, the ERP system and the online CCM, the entrepreneur will be relieved from the obligation to introduce accounting for all special tax regimes. Such accounting will be replaced with a simple tax accounting for income, expenses and VAT. In terms of high financial burden, it is proposed to release SME from transfer pricing control, with the exception of certain categories of goods. To effectively involve SMEs in state support measures, it was proposed to modernize the infrastructure of local executive bodies and the central office.

"We recommend creating a single SME database, developing a small business at the state level, establishing an indicator of development for small businesses, and preparing a development program," - a specialist from CSI LLP said.

Chairman of the Regional Council of the Chamber of Entrepreneurs of the North-Kazakhstan region Vladimir Bogdanov noted that digitalization will undoubtedly take effect, but there will be no increase in turnover.

"The speaker noted that digitalization will lead to an increase in turnover, as well as an increase in margins. But, the turnover is rather determined by demand and digitalization itself will not lead to such an effect, - Vladimir Bogdanov added. - The problem is that the business is afraid to get out of the shadows, because nobody knows what it will lead to. The program contains very good amendments relating to the tax burden, which will facilitate the coming out of the shadows".​​​​​​​

Act. Deputy Chairman of the Board of NCE RK "Atameken" Dinmukhamed Absattarov noted that there are companies in Kazakhstan that have already developed software for automatic tax reporting keeping.

"I agree that entrepreneurs keep records of their activities. We need to work through the issue and identify all participants of the shadow trade in order to develop an integrated approach. A clear dialogue between the state and business will make the process more transparent," - Dinmukhamed Absattarov suggested.​​​​​​​

Since January 1, 2018, the new Code of the Republic of Kazakhstan "On Taxes and Other Mandatory Payments to the Budget" (Tax Code) has been enacted containing many serious changes and amendments. During the meeting, participants discussed proposals to improve certain articles of the code made by Timur Zharkenov, the chairman of the ACE and PE in the form of the union "Union of Independent Automobile Business of Kazakhstan".
